In RNOmni: Rank Normal Transformation Omnibus Test

- Added an option to specify method of breaking ties when calculating the rank-normal transformation.
- Added an option to specify the relative weights assigned to the D-INT vs. I-INT tests when calculating the omnibus P-value.
