Function make_filename takes an year and create a filename
in the format of "accident_year.csv.bz2".

Arguments
year
a year corresponding to the data
Value
Function make_filename returns a character vector containing the value of year
in the format of filename.
Note
If year is not integer, it would be transfered to as.integer.
