Generate an obstacle (simple polygon) for a random set of vertices

The desired number of vertices |

Scaling factor: number of starting points is n*s |

`width` |
Obstacle width |

`height` |
Obstacle height |

`dist` |
Distribution for generating starting points |

`convex` |
If TRUE, returns a convex polygon (with n vertices) - not yet implemented |

`animate` |
If TRUE, returns points and edges data for animation purposes |
