BAAQMD/tbltools: Read/Write and Manipulate Tabular Data

Provides a unified interface for efficiently reading and writing tabular data to and from files. Places emphasis on CSV as a persistent data format. Thinly wraps rpivotTable() in a way that's especially helpful for emissions-inventory work (the inventory package).
