JaredSun26/pems: Functions to process PeMS 30 second traffic data

This package is used to process 30 second raw loop detector traffic data from PeMS system(http://pems.dot.ca.gov/) and aggregate them into steady state data. The data processing contains three steps: preprocessing, filtering and steady state identification. Starting from meta data and pemsData, preprocess->filter->steady state identification
