one-acre-fund/arc2weather: Downloads and Extracts ARC2 Weather Data

This package downloads the latest ARC2 weather data and prepares the data for GPS point extraction. Those resulting data are then available for uses at One Acre Fund. This package handles the funcitons needed to download, organize, shape, extract, and merge the weather data points for entry into a SQL database. The package utilizes the velox package for faster raster manipulation.
