wasquith-usgs/utc2nwislocal: UTC Date-Times to NWIS Local Time-Zone Codes using UTC Offsets
U.S. Geological Survey National Water Information System (NWIS) time-zone code tables that are not fully congruent with those available natively in most R installations. Conversion of POSIXct date-times in Coordinated Universal Time (UTC) to a character string representation offset to NWIS time-zone codes is provided, and UTC offset computations for the NWIS time-zone codes are provided.
