theme_statebins: Base statebins theme
In statebins: Create United States Uniform Cartogram Heatmaps

Clears out most of the cruft. Builds off of theme_bw()

1	theme_statebins(legend_position = "bottom", base_size = 11, base_family = "")

`legend_position`	fills in `legend.position`
`base_family, base_size`	same as `theme_bw()`
