Calculates kappa statistic. Currently build to handle binary values in actual vector.
Usage

kappa(actual, predicted, cutoff = 0.5)
Arguments
actual
A vector of the labels
predicted
A vector of predicted values
cutoff
A cutoff for the predicted values
