Clear All SIDRA Caches
Description
Clears all cached SIDRA data (both rolling quarter series and population).
Use this if you need to force a fresh download, for example after IBGE
updates their data.
Usage
clear_sidra_cache()
Value
Invisibly returns TRUE if any cache was cleared, FALSE if all empty.
