Set specifications filename (C++ style)

Set specifications filename (C++ style)

set_specs_filename(delta, fname, parse = TRUE)

`delta`	A DeltaParser object
`fname`	New filename
`parse`	Logical, parse the file immediately

No return value, called for side effects. The specifications filename stored in delta is updated.
