The Exponent Scaling operator is the selection operator in which the fitness values are scaled by the simulated annealing method.
selescale(fitvals, ns, selb, ...)

Vector of fitness values belonging to individuals |

Number of individuals to be selected |

Further arguments passed to or from other methods. |
The indices of randomly selected individuals are returned.
