rotorEqual
returns the positions of rotor buckets that must be loaded
or empty to balance tubes of equal mass.

rotorEqual
returns a list with two components:

a vector containing the positions of rotor buckets that must be loaded. |

a vector containing the positions of rotor buckets that must be empty. |

also plots a
