Check if an argument is a valid FIGI string
Description
Validates FIGI (Financial Instrument Global Identifier) format including Luhn check digit
verification. The prefixes BS, BM, GG, GB, GH, KY, and VG are reserved to avoid
collisions with ISINs and are rejected.
