fitplc: Fit Hydraulic Vulnerability Curves

Fits the Weibull equation to percent loss conductivity (plc) curves as a function of plant water potential, computes SE of parameter estimates and location of curve with bootstrap or parametric methods, and provides convenient plotting methods.
