Is this a normalization layer carrying learnable gamma/beta?
Description
The three of them are allocated, restored, counted and saved the same way;
only batch_norm additionally keeps running statistics.

nn_is_norm_type(type)

A layer type string.
Value
TRUE for the gamma/beta normalization layers.
