Self starter for an exponential-plateau function

represents the exponential rate |
xs |
represents the breakpoint at which the plateau starts |
This is the exponential-plateua function, where ‘xs’ is the break-point
(x < xs) * a * exp(c * x) + (x >= xs) * (a * exp(c * xs))
