Creates a security group.

ec2_create_security_group(

`Description`	[required] A description for the security group. Constraints: Up to 255 characters in length Valid characters: a-z, A-Z, 0-9, spaces, and ._-:/()#,@[]+=&;{}!$*
`GroupName`	[required] The name of the security group. Constraints: Up to 255 characters in length. Cannot start with `⁠sg-⁠`. Valid characters: a-z, A-Z, 0-9, spaces, and ._-:/()#,@[]+=&;{}!$*
`VpcId`	The ID of the VPC. Required for a nondefault VPC.
`TagSpecifications`	The tags to assign to the security group.
`DryRun`	Checks whether you have the required permissions for the action, without actually making the request, and provides an error response. If you have the required permissions, the error response is `DryRunOperation`. Otherwise, it is `UnauthorizedOperation`.
