Saves all of the provided traffic adjustments. If there is already a TrafficForecastAdjustment saved for the same {@link TrafficTimeSeriesFilterCriteria}, the pre-existing TrafficForecastAdjustment will be completely replaced with the submitted TrafficForecastAdjustment.
