roin: Generate a vector of random 'oin'
In sweidnumbr: Handling of Swedish Identity Numbers

A function that generates random oins (see as.pin). The generated oin is uniformely distributed over all possible oins.

roin(n)

`n`	number of observations. If `length(n) > 1`, the length is taken to be the number required.
