Find the neighbor points of the rows of a matrix x within
the rows of X in the componentwise partial order. That is, for each
row x[i, ], find all indices k such that either x[i, ] >=
X[k, ] in all components and x[i, ] >= X[j, ] >= X[k, ] holds for no
j different from k, or x[i, ] <= X[k, ] in all
components and x[i ,] <= X[j, ] <= X[k, ] holds for no j
different from k.
