PBIAS: Compute bias as a percentage

Compute bias as a percentage

1	PBIAS(obs, sim)

`obs`	Observed values as a numeric vector.
`sim`	Simulated values values as a numeric vector.

If successful returns the percentage of bias as an integer. If unsuccessful, returns the value FALSE.
