jgl_ocdr: Orientation-corrected depth rate
In FlukeAndFeather/jiggle: Estimating Speed from Accelerometer Jiggle

Uses steep descent phases to estimate known speed values.

1	jgl_ocdr(prh, binwidth = 1)

`prh`	PRH data frame with `desc_id` column (see `jgl_desc`)
`binwidth`	Size of bin to calculate OCDR (in seconds)

PRH data frame with ocdr column and an attribute binwidth.
