GL-Li/ggtiger: Draw and fill in TIGER boundaries on ggmap

Draw and fill in TIGER boundaries on ggmap with a single function geom_bounday(). As an extension to ggplot2, geom_boundary() works similarly to native ggplot2 geom_xxxx() functions.
