temp_modifier: temperature modifier
In MartinHoldrege/precipr: Manipulating and examining precipitation intensity

Lower (raise) temperature of a day based on whether it is wet (dry).

1	temp_modifier(all_days, x_days)

`all_days`	mean temp on all days
`x_days`	mean temp on wet (dry) days

scalar modifier for wet (dry) days

1	temp_modifier(10, 2)
