Nuapril/task_09: Task 9 Package

This package accomplishes task 9 in the following ways: It exists in its own repo on github named task_09. It is installable using devtools::install_github(). Its function is to caculate the mean of a vector. This is the informative description file. It has one unit test. And it contains a vignette taht talks about what the package does.
