attach_attributes: Reattach tabulate attributes to columns
In OpenSourceMindshare/SurveyTools: Helps with the manipulation and tabulation of survey data.

Should we lose tabulate attributes (i.e. reading in a file) we can reattach the parameters using this function.

1	attach_attributes(x, attributes)

`x`	tibble or data frame
`attributes`	tibble with labels and tabulate columns

tibble with tabulate attributes
