Pratheek-Dev/Rstdev: Calculates standard deviation and standard error of a list

Standard deviation is a measure that is used to quantify the amount of variation in the data set. In this library, the function standard_deviation() takes in a list or vector of values and calcualtes the standard deviation. This also calculates the standard error.
