Sibada/scPDSI: Calculation of the Conventional and Self-Calibrating Palmer Drought Severity Index

Calculating the monthly conventional and self-calibrating Palmer Drought Severity Index (PDSI and scPDSI) using the precipitation and potential evapotranspiration data.
