California called Proposition 99.
Usage

Format
A data frame with 1209 rows and 7 variables:
- state
state FIPS number
- year
year of data
- cigsale
cigarette sale per capita (in packs)
- lnincome
log state per capita gdp
- beer
beer consumption per capita
- age15to24
percent of state population aged 15-24 years
- retprice
retail price of cigarettes
- prop99
indicator for years Proposition 99 was in effect
- california
indicator for California
