pc_adjust: Population adjuster
In andrewbtran/abtnicarr: Adjusts for population on a dataframe

This function appends state population data

1	pc_adjust(any_df, state_type)

`any_df`	The name of the dataframe you want to append to
`state_type`	if state identification is abbreviations, use "Abbrev" if full state name, use "State"

1	pc_adjust(dataframe, "Abbrev")
