andrie/TDSP: Copy the Azure Team Data Science Process (TDSP) Folder Structure

Copy the Azure Team Data Science Process (TDSP) folder structure. This allows you to easily set up a workspace in accordance with the TDSP (https://github.com/Azure/Azure-TDSP-ProjectTemplate). This package is designed to work with RStudio Project Templates (https://rstudio.github.io/rstudio-extensions/rstudio_project_templates.html#overview), i.e. it will add a menu entry in the "New Project..." dialog in the RStudio IDE.
