In arthur-shaw/susoflows: Executes common workflows with Survey Solutions' API

Requires susoapi version that fixes certain interactions with the GraphQL API--notably getting questionnaires.

Adds functions to perform operations on files downloaded from Survey Solutions:

• Delete stale (data) files from a previous download: download_in_dir()
• Unpack zip archives into a directory bearing the same name as the file: unzip_to_dir()
