input_summary: Summarize important input quantities

Reformats key information from the three primary input lists for writing to output files

1	input_summary(params, obs, true, seed)

`params`	a list object created with `init_sim`
`obs`	a list object created with the observation generation functions workflow.
`true`	a list object created by `ricker_sim`
`seed`	An identifier for this set of inputs
