Shuffle historical weather

1	shuffle_weather(x, fcst_start_date, fcst_end_date, trend_start)

`x`	data frame containing historical data
`fcst_start_date`	start date of forecasts
`fcst_end_date`	end date for forecasts
`trend_start`	numeric value indicating trend start.

Data frame containing shuffled weather scenarios.
