Define cuts in age vector

1	ageCut(x, lower = 0, upper, by = 10, sep = "-", above.char = "+")

`x`	A vector of ages
`lower`	Lower bound for age bins
`upper`	Upper bound for ang bins
`by`	Size of age bins
`sep`	Separator character for bin labels
`above.char`	Character indicating top bin
