Takes flowlines from either NHDPlus or hyRefactor and returns
dendritic waterbody topology. This maps onto the HY_Features waterbody class
and downstream waterbody associations.

Arguments
fline
sf data.frame NHDPlus Flowlines or hyRefactor output.
waterbody_prefix
character prefix for waterbody IDs
