dcgerard/phwelike: Code from Jiang, Ren, and Wu (2021) in Package Form

Code from the paper of Jiang et. al. (2021) <doi:10.1111/tpj.15126>. I am putting it in package form to make it easy for me to use in comparisons. I compare these methods to mine in Gerard (2021) <doi:10.1101/2021.09.24.461731>.
