Description
This function will simply average over lfdr's larger than each
component's lfdr.

lfdr_to_q(lfdr)
Arguments
lfdr
A vector. The local false discovery rates.
Details
These q-values provide average error rates over subsets of
observations. See
Storey
(2003) for details.
Value
q_vals A vector of the same length as
lfdr. Contains the q-values for each observation.
