In dis-organization/ncdep: Test NetCDF on Travis and Appveyor

ncdep

The goal of ncdep is to build these matrixes of build tests.

Use branches to isolate specific functionality, since it will run on Linux, MacOS, and Windows - with some architecture and environment options.

Installing ncdf4 and RNetCDF

This is purely including these packages as Imports, there's no code that runs.

Installing and running ncdf4 for OpenDAP

In this case we run a test that expects to get a ncdf4 object from 1) a local file and 2) a Thredds server.

Installing and running RNetCDF for OpenDAP

Same again, expect to get a NetCDF object from 1) a local file and 2) a Thredds server.

We will definitely fail on 32-bit Windows, so we will turn that off in this branch - click through to Appveyor to see the success/fail set.
