salvage_task: Attempt to re-associate runaway task

This function binds a new task id to a runaway task.
Usage

salvage_task(base_url, tid, new_tid)
Arguments
base_url
A character string specifying the base URL of the matching service api.
tid
A character string specifying the UUID of the runaway task.
new_tid
A character string specifying a new task UUID to associate with the runaway task.
