Create Storm File

createStormFile(data, outfile, ...)
Arguments
outfile
target .pre file.
...
list of key:value pairs that are written to the header of the file
Details
Input dataframe should have the columns corresponding to the input .pre file, including the following columns:
- day
day of month
- month
month
- year
year
- rain
daily rainfall
- duration
duration in hours
- Tp
fractional time to peak intensity
- Ip
Rainfall intensity at peak (mm / hr)
