giupo/testCovrPackrat: Testing covr line_exclusions with packrat

Since I've had problems with covr exclusions and packrat, i made up this package for testing covr line_exclusions with packrat. The packages exposes a simple helloworld function in R and Rcpp. This is not a framework, guideline or anyother thing pretending to guide someone on how to use R with packrat and covr or any other packages used here.
