Details
Checks for negative and missing incoming radiation data in relation to
potential incoming radiation (Rpot). For negative values, if Rpot is 0, the
values are set to 0. This is needed because negative radiation affects
partitioning quality, and to increase the number of nightime records to be
used for ustar threshold calculation.
