In holstius/Rcaline: Line source dispersion modeling using CALINE

#' Rcaline provides an interface to Fortran implementations of the CALINE model family. These steady-state, Gaussian dispersion models are used to predict aerosol concentrations downwind from mobile emission sources such as highway traffic.
