ianjonsen/slootr: Tools for manipulating Argos tracking data

Strip Argos tracking data of duplicated records, missing observations, and uninformative deployments. Trim the deployment start and end periods of spurious records. Clean the remaining data into termporal order and identify extreme outlier observations. Feed data to the state-space filter \code{ssmTMB::fit_ssm}.
