jasonelaw/BESdata: Retrieve BES data from internal databases.

Retrieves data from City of Portland Bureau of Environmental Services databases. Supported data sets include environmental sample data from the Janus database, rain gauge data from Neptune, and fish sampling data from the Watershed database. Database objects to which the user needs permission include: JANUS.V_METER_VISIT_LIST_NARROW,JANUS.METER_READING, WATERSHED.V_RPT_WATERSHED, JANUS.JANUS_ELEMENT, and NEPTUNE.USP_MODEL_RAIN.
