• rschtasks_create() to dynamically create a bash script that can be executed to bypass argument width of <= 200 characters
• these would have to be saved in a file location?
• rschtasks_xml() to dynamically create an XML task to be saved
• schtasks_xml_export() to export a task as an XML

• Added a NEWS.md file to track changes to the package.
• adds schtasks_* suite of functions
