lint_notes: Lintr functions

Description
Run lintr on a vector of files. If fnames is NULL
then use the regular expression ^c.*\.Rmd$. If
lintr is no in the config file, no lint used.
Usage

lint_notes(fnames = NULL)
Arguments
fnames
An optional vector of filenames
