RandomizeBetweenISA
Description
Generic method to randomize between ISAs. Any version of
RandomizeBetweenISA should just return the index of the ISA the patient is assigned to.
Usage
RandomizeBetweenISA(cRandomizer, vISAStatus, dCurrentTime)
